How Long is a Healthy Homes Inspection Report Valid For?

Healthy Homes. How long does a Healthy Homes report really last?

This is a question we are being asked more and more by landlords, and it is a good one. The simple answer is that there is currently no legal expiry date for a Healthy Homes inspection report in New Zealand. Unlike things such as smoke alarms or electrical checks, there is no set timeframe that tells you when a report becomes invalid.

But here is where it becomes important to look a little deeper.

A Healthy Homes report is only ever a snapshot in time. It reflects the condition of the property on the day it was assessed. From that point on, things can and do change.

As property managers, we carry out regular inspections of both the inside and outside of a home. However, a Healthy Homes assessment goes further than what we physically check. There are three key areas involved:-

1.The ceiling cavity

2.The middle which is the interior of the home

3.The subfloor area if one is present

For health and safety reasons, our team do not climb into ceiling cavities or crawl through subfloor spaces. This is to protect our staff and ensure we meet workplace safety obligations. Because of this, we rely on professional Healthy Homes assessors to inspect these areas safely and thoroughly.

Over time, each of these areas can deteriorate or change as per below:-

1.Insulation can shift, settle, or be damaged

2.Moisture barriers under the house can tear or degrade

3.Ventilation systems can become less effective

4.Heating sources can fail or no longer meet the required capacity

5.Draught stopping can wear out as homes naturally move and age

Even something as simple as maintenance work or upgrades can impact compliance. For example, if a heat pump is replaced, the new unit must meet current Healthy Homes heating calculations. Any heat pump installed after 1 July 2019 must fully comply with the heating requirements. Older units may have been installed under the previous eighty percent capacity allowance, which is no longer acceptable if a new heatpump is installed after 1 July 2019.

Another key point that is often overlooked is the legal weight of the Healthy Homes declaration. When we sign a tenancy agreement on behalf of our landlord, we are both making a legal declaration that the property complies with the Healthy Homes Standards. This is not just a formality. It is a statement that carries responsibility.

In New Zealand, property managers are now seeing more and more cases in the Tenancy Tribunal where a property had an older Healthy Homes report, but over time the condition of the home changed and it no longer currently meets the standards. In these situations, landlords can still be held accountable, even if they believed they were compliant.

The financial consequences can be significant. Landlords can face penalties of up to $7,200 per breach for failing to comply with Healthy Homes Standards. In addition, there may be orders to complete work, compensation to tenants, and reputational impact.

With all of this in mind, the question is not really how long a report is valid for. The better question is “How confident you are that your property still meets the standards today?”

To protect our clients, we are introducing a proactive approach to help mitigate any of the above.We will be recommending that our properties are reassessed every two years to ensure ongoing compliance. For newer builds, this can be extended to every five years, as these homes typically have less wear and tear in the early stages.

In addition, if a tenant raises any concerns relating to Healthy Homes at any time, and a report has NOT been completed within the last six months which covers this concern amply, we will arrange a reinspection. This allows us to address any potential issues early and avoid them escalating.
